To bulk bill or not to bulk bill is not the only question for practice managers and owners this year following big election promises from both parties.


HealthVue and colourful practice advisory principal David Dahm are putting on a free webinar tomorrow night (starting 6.30pm AEST) – which will look carefully at the gory detail of the financial and tax implications of a new bulk-billing regime that is designed to entice significantly more practices to shift their billing profile “back to the future”.

Mr Dahm is a details person and an often cited commentator on what the line really is between being a practice that is set up in a true tenant doctor framework (a shopping centre landlord model) vs what he often describes as “grey zone” practices which have some structures that may look and feel like you are running the model, but which fall short.

Falling short has a lot of consequences, according to Mr Dahm, some of which still aren’t apparent because of initial confusion surrounding the various approaches to payroll tax that state governments have taken in the last few years.

Mr Dahm, who was one of the earliest experts to warn about how state revenue offices were starting to interpret practice structures for the purposes of payroll tax, is now trying to warn owners and practice managers about the potential impact of emerging ATO rulings around “deemed employees”.

Tomorrow night, Mr Dahm is promising to bring both payroll tax and ATO rulings into the frame of the new bulk-billing incentives on the table from both parties in the upcoming election. He’s done a lot of modelling on costs and revenue, looked at other independent models of revenue, and will outline how a practice should be looking at the bulk-billing regime from a holistic business perspective.

Mr Dahm, sometimes referred to as “David Doom” by some of his detractors, will look at the spectrum of practices out there, from small to medium-sized independents to larger corporates, and discuss what structures are likely to optimise the health of a practice moving forward, and its resale value, taking into account the promise of new bulk-billing revenues and both our state and federal tax regimes.
